Job Description : Description We’re hiring an Accounting Manager for the Human Services and Public Health Department (HSPHD). The Accounting Manager will oversee Accounts Payable for HSPHD, the largest department in Hennepin County. Services include administrative payables, childcare payables, representative payee services, banking services, resident-facing emergency financial services and bus card authorization/distribution services. This position will assure compliance with federal, state, and county accounting rules, regulations, and practices, provide excellent customer service with internal and external customers, provide strong managerial support to teams, and implement fresh strategies, new technology, data-informed decision making, and best practices. Location and hours: This position is remote. Remote workers may be required to come on-site an average of 0 to 12 days a year for work meetings, trainings, or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable. Work hours will be Monday through Friday, 8 a.m. to 4:30 p.m. with flexibility. About the position type: This is a full-time, benefit earning position. This position is internally classified as an Accounting Manager. In this position, you will: Maintain payment integrity and compliance by ensuring all accounting processes are compliant with federal, state and county rules, regulations, and practices, and that invoices are processed according to contracts. Implement changes in accounts payable operations required by or resulting from legislative action. Analyze workflow processes, optimize efficiencies, utilize technology, leverage data analytics, and provide strategic direction. Provide excellent internal and external customer service and maintain relationships with contracted vendors. Network with leaders to understand accounts payable needs and collaborate on solutions, while developing strategic alliances across all service areas. Manage supervisors, human service representatives, accounting specialists and clerical accounting staff. and participate in and promote staff development, encourage training opportunities, and create a healthy work culture. Need to have: One of the following: Nine years or more of experience as an accountant, financial analyst, or auditor, three of which are in a functional area of accounting, auditing, or financial management. Bachelor’s degree or higher in accounting or business administration with emphasis in accounting and five years or more of experience as an accountant, financial analyst, or auditor, three of which are in a functional area of accounting, auditing, or financial management. Nice to have: Experience: Providing strong managerial oversight; leading and/or supervising staff. Preparing, supporting, and helping teams make organization, culture, and/or strategic changes. With accounts payable, e.g., administration payables, childcare payables, banking services, etc. Working with Microsoft Office with an emphasis on Microsoft Excel. Using data analytics to improve processes, create efficiencies, or enhance customer service. Knowledge of: Accounting and auditing principles, theories, procedures, techniques, laws, rules and regulations pertaining to County accounting practices. Computer capabilities, usage and financial applications, including spreadsheet software and other financial data applications software and systems. Ability to: Think strategically and big picture to provide informed decisions. Apply auditing standards and procedures. Communicate with all levels of management verbally and through written reports. Plan, organize and prioritize work goals, projects and tasks. Evaluate and modify difficult accounting problems and develop solutions or alternatives. Analyze and interpret extensive, complex accounting records and reports.
