Job Description : | Job Summary The Division of Academic Affairs at CU Boulder encourages applicants for an Associate Director of Budget and Academic Resource Analysis! This position is part of the Office of the Provost and Executive Vice Chancellor for Academic Affairs and reports to the Assistant Vice Chancellor Budget and Finance, Academic Affairs with a dotted line to the Vice Chancellor for Academic Resource Management. The Associate Director is a key collaborator with responsibility and accountability for providing fiscal strategy and analysis of academic programs, projects, and initiatives, both existing and in development. This role partners with the leadership team within the Provost’s Office and academic units, along with centralized offices throughout the university such as Budget and Fiscal Planning and the Controller’s Office, to support the development of integrated strategies and processes which contribute to the University and the campus mission. The Associate Director provides professional financial analysis and budgetary support to the Academic Affairs leadership team including but not limited to, the Office of the Provost and Executive Vice Chancellor for Academic Affairs, Academic Resource Management, Academic Planning and Assessment, and the Office of Faculty Affairs. The position also serves as a financial resource and partner to the Division of Academic Affairs’ units to interpret and implement Academic Affairs’ policies, optimize resources, and enhance the Division’s fiscal processes. The Associate Director is expected to work both in a team environment and independently; manage multiple tasks; meet due dates; accept responsibility for critical processes, analyses, and reports; foster relationships with collaborators and partners; communicate in an effective and timely manner; and respond to constantly evolving business needs and technologies to meet the general goals of the university. This position requires a combination of strong user-facing skills and an understanding of both business needs and the underlying technologies and data to support them. Who We Are The Provost’s Office is the face of the Division of Academic Affairs, as such the work unit is oriented toward providing service that supports the institution’s academic role and mission. The Division of Academic Affairs is led by the Provost, and exists to nurture, foster and support the development of outstanding academic research and instructional programs on the CU Boulder campus to ensure our students are offered academic excellence in their undergraduate and graduate educations. What Your Key Responsibilities Will Be Budget and Financial Management Support the budgeting and financial management functions for the Office of the Provost including coordinating the resources available for ongoing operations and special projects. Provide oversight for Provost’s Office accounting, purchasing, and payroll functions to ensure compliance with approved budgets and policies, procedures, rules, and regulations. Supervise the budget and fiscal management of Provost’s Office annual operating budget and temporary commitments, which includes tracking, providing annual reports, and forecasting future resource needs. With support, coordinate the campus faculty merit exercise and roster process, partnering with Human Resources to interpret and implement policies for the annual merit exercise such as eligibility, procedures, and unit instructions. Provide support for an annual budget process for the Division and provide relevant financial information, including regular review and analysis of budget and expenditures. Assist in the development of reports and other material necessary to analyze, review, and support budgetary needs, and resource decision-making. Academic Program Modeling, Planning, and Assessment In coordination with the sponsoring unit and the Office of Budget and Fiscal Planning (BFP), develop a business plan for new academic programs and academic programs undergoing modifications that allows for a comprehensive assessment of financial viability. Develop and review methodology for the ongoing monitoring and assessment of newly developed or modified academic programs in relation to the associated business plan. Model budgets and strategies, including scenarios that reflect changes (e.g. enrollment, revenue, expenditures) in academic programs in partnership with BFP. Provide financial reporting for new and existing programs. Partner with the Office of Data Analytics (ODA) and university administrative units to develop methodologies and align systems to enable the ongoing assessment of the cost and performance of academic programs. Draft MOUs for new academic programs to document financial and operational process along with performance expectations. Partner with the leadership team within the Provost’s Office to draft, review, and revise formal agreements with third-party OPMs and provide feedback and recommendations to ensure the agreements reflect and support the business needs and finance risk tolerance of CU Boulder. Data Analysis and Reporting Work closely with the Vice Chancellor on ad hoc financial analysis and models for the Division. Assist and improve data gathering processes in an ongoing effort to continuously improve data quality. In collaboration with the Office of Data Analytics, develop dashboards and reports to communicate data in support of strategic resource decision making. Gather, analyze, and clean data from multiple sources, including in-house data warehouse and external benchmark data sources. Improve and rewrite reports to maintain accuracy and compensate for changes due to increased data growth, business process changes, and new systems. Analyze data to discover and interpret trends, patterns and relationships and present visualizations for senior leadership. Proactively design and develop standardized reports based upon recurring or critical requests. Ensure timely distribution of financial reports to support decision-making and financial accountability within the Office of the Provost. Monitor Academic Affairs budget performance on a monthly basis and identify trends and solutions. Collaborate with appropriate budget and financial management to understand drivers of budgetary variances and to recommend actions to address budget shortfalls and other variances. Leadership and Departmental Support Provide support for supervision of the VCAA Financial Service Center (FSC) and assist in maintaining standard, consistent, high customer service levels while ensuring compliance with all state, university, and campus policies. Serve as back-up support for the management, oversight, and processing of the campus tuition remission budget. Provide support for the Provost’s Office HR personnel and ensure human resource functions are timely and accurate. Continually assess workflow and operations that will improve efficiency and outcomes within the Provost’s Office. Partner and establish effective working relationships with the Vice Chancellor for Academic Resource Management, the Assistant Vice Chancellor for Academic Affairs Budget and Finance, and senior leadership in the Finance and Business Strategy Office to contribute to the resolution of matters of mutual concern. Serve as a liaison between the BFP and the Office of the Provost to ensure understanding and clarification of roles and responsibilities in regards to the financial modeling, funding and commitments for new and existing initiatives. Work with the Assistant Vice Chancellor for Academic Affairs Budget and Finance to develop recommendations to Academic Affairs leadership regarding interpretation and implementation of fiscal policies to ensure reasonable levels of compliance; and to document changes to campus, system, and state policies that impact the Boulder campus. Serve as principal support staff person to Academic Affairs Budget Advisory Committee co-chairs. What You Should Know This person will work a hybrid format with some in-person and some remote work. What We Require Bachelor’s degree from accredited college or university in business administration, finance, accounting or a closely related field. A minimum of six (6) years of experience in a position requiring in-depth knowledge of principles, practices and theories related to budgeting and financial analysis in a highly complex environment. Substitution: Degree and experience requirement may be met with a Bachelor’s degree in an unrelated field and at least eight (8) years of progressively responsible experience in finance or business. Equivalent combination of education and experience may substitute. What You Will Need Proven experience using appropriate database tools and software for data extraction and cleaning and data analysis. Excellent communication skills and a customer service orientation. This includes excellent verbal and written communication skills and the ability to interface professionally with a diverse group, including executives, managers, and subject matter experts. Ability to influence and collaborate with others to achieve shared goals across various university functions.
