Job Description : | Position Title: Business Services ManagerReports to: DirectorFLSA Status: Non-Exempt / Full-Time HourlySalary: $23.66 – $30.88 (DOE)SummaryCoordinates all Business Services, Financial, and Human Resources for the Asotin County Public Facilities District. Exercises considerable discretion in the protection and release of confidential information. Interprets and administers federal, state, and district policies and procedures. Ensures a complete set of District financial and personnel records for state auditing purposes in accordance with the Washington Common Records Retention Schedule (CORE). Develops and implements OSHA and Labor and Industry programs. Submits monthly, quarterly, and annual reports to a variety of entities such as Labor and Industries, Department of Revenue, and others as required. Updates and maintains the Small Works Roster and Vendor Listing. Conducts annual reviews of the employee handbook, job descriptions, and all policies and procedures. Undertakes monthly audits and reconciliation of the Tidel Smart Safe. Coordinates payroll, accounts receivable, accounts payable, and financial reporting with various Asotin County departments. Meets with the public as required. Undertakes other duties as assigned.Typical schedule is Monday – Friday, 8am – 5pm. Must be able to work both with groups and independently and to work a flexible schedule including weekends and evenings as the job demands.QualificationsBS degree or higher in Accounting or Business is preferred; two years or greater bookkeeping experience or two-year post-secondary education in Business or Bookkeeping may be considered.Proficiency in Microsoft Office is required. Aptitude to learn additional in-house software programs such as ActiveNet, TimeClock, and Tyler Incode10.Must be able to communicate effectively through written reports, letters, and presentations as well as generate a variety of reports, spreadsheets, and handouts.Must have access to a vehicle to use in conjunction with District business.Job dutiesThe duties and responsibilities described here are not a comprehensive list; additional tasks may be assigned to this position.Oversees all Financial functions including accounts payable, accounts receivable, state excise reporting, petty cash administration, and coordination of all deposit transactions with the Asotin County Treasurer’s OfficeOversees all Human Resource functions including hiring and termination actions, enrollment of eligible employees into benefit programs, maintenance of personnel files, pay-affecting changes, and payroll actions.Monitors payroll by assisting in the preparation of timesheets, reconciling any shift discrepancies, and ensuring timely delivery to the County Auditor’s office.Oversees daily deposit reconciliation, reporting and documentation of any discrepancies.Coordinates each employee’s eligibility and enrollment into the WA State Public Employee Retirement System (PERS)/Department of Retirement Systems (DRS).Documents monthly Tidel Smartsafe audits and accounts for any discrepancies.Assists to prepare vouchers, create Financial Reports, and petty cash reconciliation.Examines, adjusts, and takes action as necessary on past due patron accounts.Safeguards the preservation of all personnel and pay records as required by the State of Washington’s Common Records Retention Schedule (CORE).Maintains all contracts, sponsorships, agreements, and permits with outside agencies.Administers and maintains the Small Works Roster and Vendor Listing.Stays current on OSHA and Labor and Industry requirements to include developing and/or revising programs, and ensuring proper documentation.Identifies and implements changes to Washington and federal guidelines to ensure both employee and facility remain in compliance.Conducts annual reviews of the staff handbook, job descriptions, and policy lettersCoordinates and schedules to ensure annual employee trainings are conducted.Ensures all annual reports are submitted to proper government agencies as required.Works with the Marketing Specialist to advertise facility position vacancies.Acts as the Public Records Officer on behalf of the facility and Board of Directors.Supervises two modified full-time (30 hrs/week) employeesPhysical Demands and Work Environment While performing duties of this job, the employee is regularly required to speak and hear.
