JOB SUMMARY
Incumbent is primarily responsible for managing outreach programs to both public and private sector, coordinating meetings and maintaining meeting records, agendas as they relate to county preparedness, mitigation, response and recovery activities. This is a grant funded position. ESSENTIAL FUNCTIONS
Provide Community Emergency Response Team (CERT) training to community volunteers and manage in County teams.
Provide annual CERT refresher training to those volunteers previously trained.
Maintain all CERT records, applications, training certification, vetting process, meetings and activations.
Maintain a listing of all capabilities and resource of C.E.R.T. volunteers.
Assist with the update of the hazardous material emergency planning for Queen Anne”s County.
Performs research related to tasks that may require Department planning activities.
Assists in coordinating countywide and regional emergency exercises.
Coordinating activities related to the operations of the Queen Anne’s County Local Emergency Planning Committee.
Provide input into the development the federal, state and county budgets for emergency management and assists in their administration.
May act as liaison with federal, state, local and volunteer agencies involved in the development and execution of emergency plans.
Assists in coordinating emergency management training and exercise activities.
Provide cordial, responsive and accurate customer service. EDUCATION AND EXPERIENCE
Emergency Management Associate – High School Diploma or GED required. Emergency management experience and demonstrated knowledge of planning and implementation; or a bachelor”s degree in emergency management/related field; or an equivalent combination of related experience and education.
Certified to instruct Community Emergency Response Teams (CERT) preferred or must be obtained within 3 months of employment (or as class availability allows):
FEMA E0427 Community Emergency Response Team (CERT) Program Manager
FEMA E0428 Community Emergency Response Team (CERT) Train-the-Trainer
The following courses are preferred or must be completed within 180 days of employment:
FEMA Professional Development Series:
IS 120 An Introduction to Exercises,
IS 230 Fundamentals of Emergency Management
IS 235 Emergency Planning
IS 240 Leadership and Influence
IS 241 Decision Making and Problem Solving
IS 242 Effective Communication
IS 244 Developing and Managing Volunteers
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of a valid class C motor vehicle operator”s license issued by the Maryland Motor Vehicle Administration or the equivalent from another state PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is frequently required to sit and walk; or hear. The employee is occasionally required to stand; walk; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms; and climb or balance. Requires regular lifting and/or moving up to 25 pounds and occasionally 50 pounds.
Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
