Job Description : | Department: Family ServicesReports To: County BoardSupervisory Duties: YesFLSA Status: ExemptLast Updated: August 2020Position DetailsThe Director of Family Services provides the overall administration of Social Service, Income Maintenance, Child Support, and Accounting programs. This position provides administrative supervision to the Restorative Justice Manager and the Coordinator. The Director reports directly to the Board of Commissioners and receives technical supervision from the MN Department of Human Services. This position is responsible for professional, para-professional, and support staff. The Director of Family Services participates with the community and other governmental entities in the development and administration of programs as required and oversees the development of the annual budget to ensure that al reporting requirements are met in a timely manner.Staff Management Duties and ResponsibilitiesSupervises program supervisors, program manager, and staff: Manages recruitment and selection; hiring; assigns job duties; reviews work; monitors and evaluates performance; develops and monitors performance improvement plans; schedules; trains; mentors; approves overtime and time off; and disciplines.Provide overall supervision to agency staff. Evaluate staff needs and recommend personnel changes to the county board and / or social services board.Ensure personnel policies and procedures are adhered to.Resolve personnel issues in a timely and appropriate manner.Manages and reviews staff work to ensure timeliness, accuracy and relationship to county goals.Implement staff development plans and employee career development.Maintain and supervise the maintenance of department personnel records and prepare necessary reports.Promote proper interaction and teamwork of all staff.Approve and encourage appropriate staff development.Ensure all safety standards such as OSHA and ADA are metIdentifies and implements staff development and training needs.Interprets local, state and federal laws, policies, rules and procedures for staff.Perform other related duties as assigned (this includes any additional duties that may be requested during the employment of the employee that is not written on paper.)Administrative/Technical Duties and ResponsibilitiesPlans and develops programs for the most effective service to meet client needs.Analyze and evaluate agency policies and procedures through conferences, staff meetings, and consultations.Supervise the preparing of statistical, financial, and activity reports for county, state, and federal authorities.Implement and monitor federal, state, and county program policies and procedures.Negotiation and recommend appropriate service contracts with various vendors.Maintain oversite of all capital purchases by the agency.Represent the agency at meetings with local organizations, professional groups, other human services agencies, advisory committees, and client groups for the purpose of explain our programs and enlisting support.Define service gaps and needs for the agency.Organize and develop the agenda for monthly meetings with the Board of Commissioners.Oversee the preparation and presentation of the annual budget to the Board.Interpret and implement and monitor federal, state, and county program policies and procedures.Ancillary DutiesDevelops and implements programs to educate the general public.Attends seminars, courses and confers with officials from other jurisdictions to keep abreast of new technology, new state and federal regulations, and changes in pertinent laws.While these are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as part of their role with Chippewa County.Position RequirementsKnowledge, Skills and AbilitiesConsiderable knowledge of laws and regulations relating to social services and income maintenance programs.Considerable knowledge of the function sand organization of state, federal, and local social services agencies.Thorough knowledge of the principles of social work.Knowledge of social-economic conditions in rural and urban areas.Knowledge of community resources.Knowledge of fiscal management.Ability to supervise staff in a manner that will stimulate growth and development.Ability to make sound decisions.Ability to formulate new methods and techniques to meet changing needs.Excellent communication skills, both oral and written, and interpersonal skills as applied to interactions with staff, officials, property owners, contractors and the general public.Strong ability to prepare and present proposals, reports and recommendations, often to critical audiences.Ability to formulate strategic direction in keeping with the overall organizational mission with broad board governance.Ability to work with complex and significant variables and use analytical ability to adapt policies, guidelines, and procedures.Ability to maintain effective working relationships with frequent interaction to negotiate critical agreements or motivate behavior and requires a well-developed sense of strategy and time.Minimum RequirementsBachelor’s Degree in Social Services, Social Works, Psychology, Sociology, or related field; andFive years of experience; orEquivalent combination of education/training/experience; andValid Minnesota Driver’s License; andPass criminal backgroundLicenses and certificationsHIPPA certification within six months of hireData Privacy certification within six months of hirePhysical and Mental RequirementsPositions in this job typically require: sitting, walking, standing, driving, talking, hearing, typing, repetitive movement, and seeing. There is exposure to computer keyboards and computer screens.
