| Job Description : | Description THE CITY OF VALLEJO The City of Vallejo is located in Solano County and has a population of approximately 121,000 residents. THE DEPARTMENT The Department assists the City Manager with the annual operating and capital improvement budgets and in developing and maintaining the city’s long-range financial projections. The Finance Department provides a number of financial support services to the City Council, City Manager, and other City departments. In addition, the Finance Department directs and manages the financial activities of the City and manages services provided to other City departments. Services provided by the department include: THE POSITION The City of Vallejo operates on a fiscal year basis that begins on July 1 of each year and ends the following year on June 30. The incumbent will work closely with the Deputy Finance Director in the planning and preparation of the annual budget, which takes place from January until June, when it goes before City Council for adoption. Throughout the year, the Finance Manager will also oversee the revenue generation and collection for the City. SALARY DISTINGUISHING CHARACTERISTICS This position is characterized by the incumbent’s responsibility for managing assigned financial functions and performing complex accounting and analysis work to accurately record and report the City’s financial condition. The Finance Manager plans and oversees the financial accounting and reporting functions, conducts complex financial studies, oversees development of operating and capital budgets, coordinates investment and banking functions, develops short and long-term financial forecasts and communicates financial information. The incumbent also oversees the fiscal activities of the accounts payable and payroll functions through subordinate supervisory personnel. This classification is designated as an “at will” classification. SUPERVISION RECEIVED AND EXERCISED Develop and direct the implementation of goals, objectives, policies and work standards for assigned areas of responsibility. Coordinate and oversee the fiscal activities of accounts payable and payroll through subordinate supervisory staff; direct and review the work of assigned staff; assist the Develop and review accounting and audit control methods, systems and procedures to comply with accounting procedures, laws, ordinances and regulations; coordinate the preparation of external audit materials and assist external auditors in the fiscal year review. Oversee the preparation of City’s operating budget and long-term capital improvement program budget; assist City departments in projecting costs and revenues associated with long-term projects. Manage the investment and cash management programs for the City and its affiliated entities; monitors the financial activities of the City’s risk management programs; oversees and monitors special program accounts, including grant programs, special assessments, capital projects, internal service, and enterprise funds. Coordinate and participate in the preparation and analysis of various financial statements, schedules, and reports; develop formats for the preparation of financial reports of the City and its agencies; ensure that financial statements are prepared on a timely basis in accordance with GAAP and GASB, and related governmental accounting regulations. Work with outside financial advisors and the investment banking community in developing capital financing for the City and its agencies; assist in the monitoring of bond indenture requirements on the City’s long term debt, which may include mortgage revenue bonds; work with financial advisors or underwriters to structure debt financing. Assist in monitoring developments and legislation related to financial matters to ensure compliance of City accounting procedures, evaluate their impact upon City financial operations and programs, and make recommendations for policy and procedure improvements. Oversee the performance and functionality of financial software systems; assist in the development and/or review of new financial software applications. Perform analysis on current employee fringe benefits, retirement, workers’ compensation and other insurance programs; monitor insurance coverage for the City and its agencies to ensure sufficient coverage; make recommendations for appropriate changes in coverage as necessary. Oversee the maintenance of the General Ledger for the City and its affiliated entities; review and track the collection of all revenues due the City and its agencies; ensure proper integration into the general accounting systems. Personally perform or serve as liaison with outside consultants to conduct complex financial studies; prepare a variety of periodic and special financial and other reports as required; perform work on special project as assigned. Perform major advanced accounting and financial analysis work; provide technical assistance to staff; interpret and communicate various State statute and Municipal Code provisions to appropriate parties as required. Principles and practices of general fund and government accounting. Principles and practices of computerized accounting and information systems. Research techniques, sources of financial information, and methods of report presentation. Applicable federal, state and local laws and regulations pertaining to the financial operations of a municipal government. Principles of budgetary administration and control. Principles of effective employee supervision, including selection, training, evaluation and discipline. ABILITY TO: Analyze and interpret financial statements and accounting records and reports. Analyze and prepare budgets. Prepare clear, concise and complete financial statements and reports. Develop and maintain accounting and control procedures. Use computer programs to analyze data and build forecasting models. Analyze and perform financial studies. Plan and evaluate the work of assigned staff. Analyze, evaluate and reconcile complex financial data to arrive at accurate conclusions and recommendations. Recommend improvements in accounting methods and procedures. Interpret complex financial rules, regulations and ordinances. Make sound independent judgments within established guidelines. Establish and maintain effective working relationships with those contacted in the course of the work. |
