KYTC OHRM utilizes a hybrid work schedule: Three days within the office and two remote. By joining our Division of Personnel Administration as a Human Resource Branch Manager in Franklin County, you’ll have the opportunity to serve as a subject matter expert to your staff as they navigate personnel, payroll, and benefits guidance to thousands of employees across the state. You will perform trainings for generalists and Cabinet employees, and complete special projects. Holders of the Human Resource Branch Manager position will complete tasks such as: Work with a co-manager to manage a staff of 8-10 employees at any given time. Supervise, assign work, and review work of your staff while also serving as their backup. Evaluate and analyze work performance and additional needs within the office as they relate to processing of personnel, payroll, and benefits actions. Train new employees in all processes involving 18A and 101 KAR as they apply to completing tasks for the Cabinet. Complete special projects with strict deadline for Executives. Serve as Subject Matter Expert for training courses for hiring managers and employees. EXPERIENCE, TRAINING, OR SKILLS: Four years of professional experience in Kentucky state government merit system personnel or payroll administration or Kentucky governmental employee benefits administration. Substitute EDUCATION for EXPERIENCE: NONE Substitute EXPERIENCE for EDUCATION: Administrative, business research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year for year basis. Prior military experience will only substitute if the individual received an honorable discharge, discharge under honorable conditions, or a general discharge.
