Job Description : | Administers all aspects of Kewa Pueblo Health Corporation’s human resource policies and functions. Assumes responsibility for the effective performance of various human resource functions, including recruiting, interviewing, hiring, compensation, benefits, employee relations, safety, worker’s compensation and training. Ensures organization wide compliance with all applicable regulations. Ensures recruitment and employment; compensation and benefits; automated and manual record-keeping systems; management education; employee relations; policy formulation and implementation. Provides recommendations in establishing overall human resource objectives, policies, and plans. Ensures human resource activities are conducted in accordance with established Kewa Pueblo Health Corporation’s policies and procedures. Assigns, directs, and appraises assigned human resource personnel.ESSENTIAL DUTIES, FUNCTIONS & RESPONSIBILITIESAssumesresponsibilityfortheplanning,development,andimplementationofeffectivehumanresourcestrategiesandpolicies.Develops a strategic plan for all HR functions, including recruitment and employment, compensation and benefits, personnel records, information systems and performance development and evaluation programs.Establishes, implements and communicates goals, objectives, policies and procedures in accordance with the goals and objectives of the Kewa Pueblo Health Corporation Board of Directors.Acts as an advisor on HR issues to other managers and staff throughout the KPHC.Maintains HR budget for operational and capital expenditures.Develops, recommends, implements and administers benefit plans and procedures, including assistance with claims resolution, charge reporting, payment, annual evaluation of plans for cost effectiveness and serviceDevelops and implements HR policies and procedures, which is compliant with all organizational policies.Develops, implements and maintains a salary administration plan, which includes compensation and benefit packages; the classification of positions; pay policies; and performance appraisal programs.Improves staff effectiveness by coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.Maintains an effective performance evaluation process and ensures compliance for submission of evaluations within pre-determined timeframes.Manages recruitment efforts for all personnel requests; determines best strategy to reach qualified applicants.Ensures that job descriptions are complete and current.Conducts employee relations counseling and works with department managers to ensure that policies have been followed and employees are allowed due process in the event of disciplinary hearings.Ensures that all HR functions are completed which are required of any funding agencies, i.e. background investigations, reference verifications, employment verification, etc.Maintains professional and technical knowledge by conducting research; attending seminars, educational workshops, classes and conferences; review of professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.Directs KPHC employees in regulatory compliance.Assists in developing short and long-term objectives, goals, and strategies.Ensures human resource strategies and policies are consistent with established Kewa Pueblo Health Corporation’s goals.Administers operational plans, policies, and goals which further strategic objectives.Maintains knowledge of industry trends and employment legislation, and updates policies to ensure compliance.Assumesresponsibilityfortheeffectiveperformanceofhumanresourcefunctions.Oversees the Credentialing/Privileging of SDHC providers per KPHC policies.Recommends and manages wage/labor policies based on objective data regarding competition, profitability, business conditions, and the economic environment by conducting wage and salary surveys at least every two years by HR or a designated third party consultant engaged by KPHC.Ensures effective administration of the Kewa Pueblo Health Corporation’s compensation and benefit programs. Provides recommendations that ensure appropriate service delivery and effective cost management.Ensures accurate, updated personnel information is provided to other governmental organizations as required. Ensures external document submissions are accurate and timely per KPHC HR policies.Develops and administers an effective recruitment program in conjunction with the Chief Executive Officer by preparing and disseminate an annual training calendar, to include all training mandated by KPHC.Oversees job classification and the updating of job descriptions with the assistance of the Department Supervisors.Works to resolve employee relations issues according to Kewa Pueblo Health Corporation’s policies and applicable legal requirements by providing information and guidance to employees and supervisors.Ensures all human resource functions, including recordkeeping, interviewing, hiring, promotions, and terminations, are conducted in accordance with established Kewa Pueblo Health Corporation’s policies and applicable legal requirements.Oversees compliance with related federal and state regulations. · Ensures training programs are consistently implemented.Ensures human resource policies are updated and communicated to management and staff via email and Google drive. Provides advice and interpretation regarding human resource policies as they relate to individuals and to Kewa Pueblo Health Corporation’s objectives.AssumesresponsibilityforestablishingandmaintainingeffectivecommunicationandcoordinationwithKewaPuebloHealth Corporation’s personnel and management. ·Ensure that the KPHC’s professional reputation is maintained at all times. Ensure compliance to all applicable confidentiality rules and regulations including the Privacy Act, HIPAA, and any applicable accreditation requirements to which the SDHC is required to adhereEnsures employee payroll, benefits, and personnel questions are promptly and courteously resolved.Ensures management is appropriately informed of area activities and of any significant problems.Completes related reports accurately and timely.Attends meetings as required. Assumesresponsibilityformaintainingprofessionalworkingrelationswithhumanresourceorganizations,vendors,and suppliers.Ensures effective coordination of Kewa Pueblo Health Corporation’s representatives, governmental officials, and business contacts.Represents the Kewa Pueblo Health Corporation with various trade professionals and groups.Ensures the Kewa Pueblo Health Corporation’s professional reputation is maintained.Ensures questions and concerns are promptly and courteously resolved.Assumesresponsibilityforrelateddutiesasrequiredorassigned.Stays informed of trends and changes in the human resource field.
