Job Description : Please apply at the company site: OF CLASSIFICATION: Reporting to the County Manager, this position is responsible for directing, managing, coordinating, and overseeing all aspects of Glynn County’s Special Purpose Local Option Sales Tax (SPLOST) projects and SPLOST program.ESSENTIAL FUNCTIONS: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.Administers contracts and ensure compliance with federal, state and local procurement requirements.Performs analyses to support contract negotiations, performance studies, utilization reviews, cost reasonableness studies, and expenditure inquiries.Assists staff in contract negotiations. Files and distributes the countersigned agreementsOversees annual renewal process and periodic amendment process for contracts. Ensure vendors are in compliance with all aspects of the contract, which includes but not limited to liability insurance and bonds (performance/payment) for ongoing projects.Mediates and resolves, where possible, disputes between staff and contractors regarding contract terms.Maintains database of prequalified vendors.Prepare federal, state and county mandated reports and management studies regarding vendor services and operations.Prepares the contract electronic and physical files with the understanding that the funding source (Local/State/Federal or Private) will dictate documentation requirements.Prepares or completes various forms, reports, correspondence, contract status and compliance reports, project timelines, goals/objectives, or other documents.Receives various forms, reports, correspondence, purchase requisitions, bids, proposals, technical specifications, cost analyses, project schedules, time sheets, purchasing guidelines, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, purchase order management, project management, or other computer programs; performs basic maintenance of computer system and office equipment, such as backing up data or replacing paper, ink, or toner. Utilizing Microsoft Office 365 applications such as: Outlook, Teams, Excel and Word.Communicates with supervisor, employees, other departments, county officials, county attorney, vendors, sales representatives, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.Attends meetings as needed.Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.Performs general/clerical tasks, which may include answering telephone calls, typing documents, making copies, or sending/receiving faxes. Provides assistance or backup coverage to other employees or departments as needed. Performs other related duties as required.MINIMUM QUALIFICATIONS: Bachelor’s degree in Public Administration, Business Administration or a closely related field supplemented by two years of professional-level experience in contract administration or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. May be required to possess and maintain a valid driver’s license and/or applicable technical certification.Job Type: Full-timePay: $71,048.00 per yearSchedule:8 hour shiftMonday to FridayWork Location: One location
