Job Description : | Client / ProjectNYC Department of EducationThe New York City Public Schools is the largest school system in the United States, with over 1.1 million students taught in more than 1,800 separate schools. They have over 80,000 employees and hundreds of thousands of vendors that interact with NYC DOE on a yearly basis.Project OverviewThe Impartial Hearing Management System (IHMS) will allow the Filer (parent / legal guardian or their representative or Department representative) to request an impartial hearing to resolve any disagreements between the two parties (the parent and the Department) about the child’s special education services. The System will manage the two parties through the Due Process Procedure to address the issues identified by the Filer. Orders issued during the Due Process Procedure will be evaluated for actionable items, implemented and tracked until the ordered special education services are fully implemented.The IHMS will support the business process by providing greater automation support including but not limited to:Providing the Filer greater transparency of the processes.Supporting Hearing Officer (HrO) appointment by checking availability.Supporting calendaring and scheduling for hearing rooms and other activities.Support for HrO portal to schedule hearings, adjourn hearings, submit orders/decisions, submit invoices.Support for external users (Filers, HrOs) to access IHMS.Tracking ordered services to ensure that appropriate service providers have been assigned.Validating that service providers of ordered services are paid in a timely manner.Data feed from FAMIS to IHMS to show payment status on HrO invoices and other ordered special education services.Functionality to search, track and report on all data points in combinations determined by the user.Role and Responsibilities: Oversee the system analyst team members and the process on how requirements are collectedDevelop documentation templates for the projectConduct and facilitate requirement gathering sessions with the clientCollect requirements and create detailed specifications that include business rules and acceptance criteriaCreate user flow diagramsCollect data field needsReview requirements with client, collect feedback and update documentation as neededGuide the development of new components and translate requirements as neededConduct product demos with client to ensure objectives have been achievedResponsible for the creation and quality of the following deliverables:o As-Is & To-Be Processeso Detailed Requirementso Detailed Non-Functional Requirementso Requirements Traceability Matrixo Use Caseso System Context diagramo Functional Specificationso WireframesAttend Client meetings as neededSkill Sets: Required10 – 12 years of BA experienceCollected requirements on large scale implementations with hundreds of thousands of users, thousands of screens and complex integrationsFamiliarity with data and data migration processes of multiple sourcesNew York city area (NYC, New Jersey, Conn)TechnologiesExpert with Microsoft Office (Word, Excel, PowerPoint, etc.)Experience with requirement gathering tools / project management tools like MS Project, JIRA, Confluence, Basecamp, SmartSheets, etc.Familiar with wireframing / process flow tools like MS Visio, LucidChart, Visual Paradigm, SmartDraw, Axure, etc.Worked with reporting tools like SRRS, Cognos, Tableau, BI Reporting, etc.Nice to HaveGovernment experience (Federal, state, city)Education experience – building applications for higher ed or department of educationJob Type: Full-timePay: $105,000.00 – $125,000.00 per yearBenefits:401(k)Dental insuranceHealth insurancePaid time offVision insuranceSchedule:Monday to FridaySupplemental Pay:Bonus payEducation:Bachelor’s (Preferred)Experience:SQL: 1 year (Preferred)Selenium: 1 year (Preferred)Test automation: 1 year (Preferred)Work Location: Remote |
