The Office of Correctional Operations is searching for a dynamic and professional Security & Emergency Management Director to join their team.
As the Security & Emergency Management Director, you would be an essential addition to the Office of Correctional Operations and to the Department. This is the perfect opportunity to utilize your strong mentoring and managing skills as you communicate with diverse stakeholders and maintain professional relationships over a variety of programs. This position serves as the programs’ Director and provides direct senior leadership and management to the Use of Force Program, Firearms Program, Emergency Management/Operations, Correctional Industries (CI) & Community Security, and Facility Security Management.
This position provides statewide leadership, management, oversight, supervision, and direction to responsible programs. The position is responsible for the administration of multiple complex statewide programs and day-to-day leadership and management of the areas of direct responsibility.

As the Security & Emergency Management Director,some of your duties will include:
Provide overall administration, leadership, management, and direct/indirect supervision of the complex, comprehensive Use of Force Program, Firearms Program, Facility Security Program, CI & Community Security Program, Emergency Management Program, and facilities maintenance oversight throughout the Department and across all divisions, functions, and organizational units, statewide.
Consult with and advise the Secretary, Deputy Secretary, Senior Director, Assistant Secretaries, Executive Leadership Team members, Appointing Authorities, Regional Administrators, Superintendents, Field Administrators, Community Corrections Supervisors, Incident Commanders, Emergency Operations Center staff, agency mangers, instructors, and external state agency and private sector security and emergency management, Use of Force, and Firearms peers.
Evaluate programs, policies, processes, plans, and establish and implement new objectives, strategies, and tactics to closely identify programmatic gaps. In addition, ensure all programs’ standards are met, and develop programs, policies, processes, and plans to achieve both current objectives and long-term strategic goals.
Provide technical/advanced level expert assistance to both internal and external executives, managers and employees in the design, development and implementation of complex, comprehensive facility, CI, and Community Security, Emergency Management, Use of Force, and Firearms programs. Ensure consistent statewide application in the development and implementation of program at the operational and local levels.
Provide statewide administration, management, leadership, and supervision in the design, development, implementation, and administration of Facility Security Management, Firearms, Use of Force, Communications, contingency/disaster plans, policy, training, and exercises related to Emergency Management and Operations, incident/event response and resolution, including complex functions and activities within each of the emergency management cycles (prevention, preparedness, response and recovery).
Manage, lead, and supervise direct and indirect reports.
Establish both short- and long-term unit, team and individual performance expectations, establish work priorities and deadlines, review or spot check work, provide positive coaching and mentoring, address and document any performance issues, take required corrective/disciplinary actions, and develop employees for future growth opportunities.
Develop, maintain, and update position descriptions, identify essential functions, and ensure staff understand the functions and roles and responsibilities of their position.
Approve leave requests, determine unit, team and individual work schedules, approve travel and overtime, approved training requests, manage unit, team, and office coverage, and approve orders for supplies and equipment.
Conduct timely, meaningful performance evaluations of direct reports, which includes addressing, documenting and reporting performance measures, procedures, and standards.
During incident/event management and response, while deployed in the field at an incident/event site, working under difficult and stressful situations, provide management, leadership, and coaching to Department, other agency, and private sector employees, including senior executives.
Participate on Department and external statewide committees, teams and working groups and ensure the involvement of direct reports and indirect reports in regional and local teams and committees.
Lead, participate, and/or assign agency staff to conduct and complete Critical Incident Reviews following incidents or significant events.
Lead and/or participate in employee just cause investigations when crisis intervention units and programs are contributing factors to the investigation. Report findings to executive leadership and appropriate appointing authority(ies).
Serve as a Department representative to the Governor’s Office of Homeland Security, the Washington Military Department, the Washington Emergency Management Division, and Federal Emergency Management Agency (FEMA) Region X; and serve as a State Agency Liaison (SAL) to the State Emergency Operations Center. Ensure direct/indirect reports and appropriate agency employees participate in regional/local subject matter committees, advisory groups, and other related working groups and project teams.
Develop, execute, and manage multiple contracts and mutual aid agreements between the Department and external partners.
Seek and respond to request for information and documentation, and represent the agency in grievances, legal challenges, and similar situations.
Assist the Attorney General’s Office with all requests for documents and information when requested for criminal, civil, and tort litigation, appeals and grievances related to crisis intervention, Use of Force, Firearms, specialty teams, Emergency Management, Communication, logistics, and/or preparedness, incident/event management, and incident/event response and resolution.
Respond to public disclosure requests for all crisis intervention units and programs materials. Work cooperatively with the Public Disclosure Unit to apply and justify appropriate redactions as needed to ensure confidentiality and public safety.
Seek and provide crisis intervention program information to and from peers from other state agencies, other state’s correctional entities, and federal level departments.
Exercise independent judgment and discretion when providing consultation, advice and/or information, and adapt skills and knowledge to each unique situation.
Administer, manage, and/or supervise the development and implementation of departmentwide Use of Force, Firearms, Emergency Communications, Emergency Management and Operations, logistics, preparedness, incident/event response and resolution, incident/even management and command, and facility, CI, and Community Security Management training and instructor development programs for all agency staff.
Manage and supervise the development and implementation of all course objectives, curriculum, and course materials for assigned programs.
Manage and supervise the development and implementation of all instructor level training objectives, curriculum, and course materials for assigned programs.
Perform audits, needs assessments and objective/task analysis of all assigned programs. Manage and supervise the development and implementation of new, customized training curriculum and course materials to fill identified objectives, training, or program gaps.
Communicate and coordinate with numerous stakeholders, both internal and external, regarding need to conduct both instructor level and training for trainer courses, course logistics, planning and scheduling, instructor needs, while maintaining fiscal responsibility to keep costs down.
Qualifications
At least two (2) years executive/administrative management experience in a government setting.
At least three (3) years progressively responsible management experience in a Washington State agency or joint operating agency preferably in an Emergency Management, Security Management, specialty teams, and/or Firearms/Use of Force related field.
At least five (5) years experience supervising, coaching and mentoring employees, developing clear direction and work expectations, and monitoring performance. (This experience may be gained concurrently.)
At least five (5) years experience working in an Emergency Operations, Security Management, Firearms, specialty teams, and/or Use of Force related program. (This experience may be gained concurrently.)
At least five (5) years adult corrections experience with responsibilities including Emergency Management, Security Operations, Use of Force, Firearms, and/or specialty teams. (This experience may be gain concurrently.)
Demonstrated ability to provide strong, positive leadership in times of high stress, conflict, and unforeseen incidents/events. Remain calm and rational while handling difficult situations including crisis/emergency situations.
Outstanding communication skills and leadership competencies, including mediating, negotiating, and resolving conflict.
Ability to successfully network, establish, maintain, and expand external stakeholder relationships through the community and other states, and state agencies, legislative bodies, and community members.
Know and apply related law, policy, procedure, and practice. Adhere to productivity standards and timelines established by law and policy. Identifies own training needs and proactively seeks training opportunities.
Facilitation skills – effectively organizes and leads groups, ensuring participants understand their roles and the goals, direction, and purpose for meetings; able to build commitment and momentum through techniques that engage all members in the discussion; directs discussions down productive paths, acknowledging and building on good ideas, and tactfully moving discussion away from issues that detract from progress toward essential goals.
Writing skills – composes clear, straightforward, and technically correct documents; chooses the most effective and meaningful written form to express information; states information as simply as possible and organizes information logically; proofreads and edits information to improve its clarity, organization, content, etc. according to accepted rules of the English language; writes at different reading and education levels by altering words, length of sentences, and depth of explanation.
Analytical skills – able to break down, sort, and synthesize data, and identify key information; identifies underlying principles or patterns and the relatedness of information from various sources and in various forms; forms accurate conclusions about the meaning of information and actions to be taken in response to those conclusions; appropriately selects and applies to data mathematical and statistical techniques to analyze information and draw conclusions.
General working knowledge of Federal and State laws, policies, and related requirements in reference to NIMS, ICS, Incident/Event Management and Response, Emergency Management System components, specialty teams, Use of Force, training, and Firearms.
Proven success managing/supervising employees with diverse professional experience and qualifications.

Telework Details
The position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington, using a reliable internet or cellular hotspot service at the time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have an available “drop in” area; however, a dedicated workspace within a DOC facility will not be provided.
