Job Description : | Description Currently, there is one (1) vacancy in the Department of Health and Human Services, and two (2) vacancies in the Department of Development Services. This posting can be used for future vacancies within multiple departments. Under direction, manages and coordinates projects as assigned by the Division and/or Department Head. Plans, develops, evaluates and participates in projects including developing and monitoring budgets, conducting cost/benefit analysis, establishing timelines, and supervising other individuals assigned to such projects. Attends meetings before boards, commissions, City Council, and its committees. Performs related work as required. Health and Human Services, Senior and Community Services Division- Responsible for overseeing the programs in the Senior and Community Services Division. Provides oversight and support to the Hartford Community Responders Initiatives and other related programs and initiatives including senior services, homeless outreach, community courts, and relocation. Under the direction of the Director, ensures that workplans are developed, implemented, and evaluated appropriately for various grants. Oversees the interface between all programs under their supervision. Prepares and oversees all reporting functions, and supervises assigned staff. Develops and implements all assigned programs in accordance with protocols. Provides training to all staff in relevant matters. Coordinates scope of services for all sub-contractors and manages contracts. Interacts with Funding Agencies and ensures performance measures are met. Maintains consistent contact with the Department Director. This is a HMEA position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime. Development Services, Planning Division- All functions will be geared towards advancing the planning goals of the City. Candidates with backgrounds in planning, urban planning, transportation planning, land use, and related relevant disciplines are highly preferred. The City is currently working to transform its streets to better accommodate active transportation and to implement micro-mobility. The Senior Project Manager will be integral to these efforts. Responsibilities include- identifying transportation grant funding opportunities; leading/assisting in writing grant applications; managing roadway improvement projects, from grant application through design; and liaising with the Department of Public Works on transportation planning related issues. The Senior Project Manager will be responsible for providing expertise on transit to departments within and external to the City; supervising a staff person who will serve as Bicycle and Pedestrian Coordinator; running public meetings and regularly communicating with the public. Broad based transportation expertise with strong management and communication skills are integral, as well as an understanding of and experience with transportation planning, traffic engineering, transit operations, bicycle and pedestrian design, both highway and transit federal funding programs. This is a HMEA position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime. Development Services, Housing Division- Under direction, the Senior project manager will: Assist the Director in overseeing management of the Section 8 program; Assist with preparing and processing all funding applications, contracts and related documents associated with new and existing rental units; Assist in preparing the City’s Consolidated Plan, Annual Plans, CAPER’s and the Section 8 Administrative plan; Examine and develop the City’s oversight of the Section 8 contractor’s performance and recommend monitoring and other procedural improvements; Establish and review the City’s Section 8 administrative policies and procedures; Work with the Connecticut Fair Housing Center on administrative and contractual tasks as assigned; Serve as the Fair Housing Officer for the City of Hartford; Serve as the subject matter expert on the Housing Choice Voucher Program; Provide staff support for the City of Hartford’s Fair Rent Commission; Interact with community groups and other stakeholders; Prepare and review invoices for monthly vouchers and complete reconciliations; Review and analyze contractor’s Quality Control Reports; Meet with vendors to review periodic reports on program performance. Ability to learn and utilize the HAPPY software system, and the ability to provide information and customer service to walk-in clientele is necessary. In addition, the Senior Project manager will perform tasks and duties as assigned by the Director of Housing. This is a grant-funded position renewable on an annual basis. The City of Hartford is not obligated to fund this position upon termination of funding. Knowledge, Skills & Abilities The examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, a performance test or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure considerable knowledge of basic project management concepts, principles and practices; Federal, State, and City laws and regulations related to project activities; real estate financing funding sources and regional economics; the ability to perform complex analyses and research independently; lead other professionals in the functions of project management; communicate clearly in both oral and written form; locate and compile information data or facts from specialized sources; and maintain effective relationship with government officials, business representatives and the general public. Qualifications Open to all applicants who meet the following qualifications: Completion of a four year college or university course of study with major coursework in planning, public administration, public health, education, public policy, business administration, economics, social work, or a related field and (5) five years of responsible work experience in planning, public or business administration, public policy, resource development, public health program management, social services, or non-profit leadership. Experience must include one (1) year of experience in a lead or supervisory capacity. A COPY OF YOUR DEGREE OR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION.
