General Description and Classification Standards Manages and oversees the Wastewater Collection System Operations to include oversight over the completion of operational projects and assignments associated with the City of Atlanta Sanitary and Storm Sewer Assets; including maintenance and repair, collection system investigations, sewer spill response, sewer plan reviews, permitting support, as-built documentation, program management and records management. Manages the oversight of the Office of Linear Infrastructure’s Collection Division, including Construction, Preventative Maintenance and the First Response, Teams in sewer spill response, sewer cleaning, catch basin cleaning and the maintenance and repair of the City of Atlanta’s sanitary and storm sewer assets under the directive of the Collection System Director. This is an experienced, professional level position responsible for carrying out a wide variety of activities, with limited guidance or review. The position manages professional, technical, field, and administrative staff, including intermediate supervisors and/or team leaders. Staff may be City employees and/or consultants. Supervision Received Works independently and with minimal guidance to effectively address issues related to staff and operations. Reports to the Wastewater Collection System Director as necessary to receive approval or other direction as required. Direction provided is typically general and focused on operating objectives, managerial effectiveness, operating results, sewer system emergency response, and time sensitive issues. Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned. Responsible for the day-to day operation of the office of Linear Infrastructure Operations Collection Division staff and select City crews; including managing personnel and resources, sewer spill response and containment, permitting support, as-built documentation, records management. Manages, supervises and directs staff; including training, coaching and mentoring. Answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints. Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for staff, materials, and supplies; monitors and controls expenditures. Provides general guidance to support DWM’s operations, including Asset Management, Planning, Capital Improvement Project Development, Environmental Compliance, Billing and Emergency Operations. Collaborates with Directors, Managers, Area Superintendents and Master Schedulers to follow schedule and complete required work assignments. Responsible for responding to requests from citizens, council members, City employees, departments, organizations, etc., including providing support for community outreach efforts. Maintains compliance with local, state and federal regulations; reviews and provides input on proposed and existing wastewater City specifications. Protects the City’s infrastructure and surface waters by diligently enforcing the City’s environmental regulations; and support the sustainable growth of the City while protecting our resources for future generations. Decision Making Establishes work methods, timetables, performance standards, etc. Makes design and field decisions. May commit Department to action after consultations with the Wastewater Collection Director. Leadership Provided Has managerial authority over professional, technical, field, and administrative staff including intermediate supervisors and/or team leaders. Staff may be City employees and/or consultants. Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully. Extensive working knowledge of wastewater, and stormwater construction issues, techniques, and terminology; the ability to interpret and apply laws, regulations and guidelines; and the ability to manage multiple tasks in a changing environment. Ability to read, interpret and produce maps and drawings from software. Ability to manage employees and direct the work of others, including the ability to interact effectively with various personality styles; the ability to communicate effectively, both verbally and in writing; and the ability to establish and maintain effective working relationships with upper management, professional colleagues, employees, the public, and staff from other departments, divisions, and organizations. Ability to operate personal computer and related equipment. Experienced in the use of Microsoft Office, GIS Mapping and relational databases is highly desirable. Ability to maintain effective working relationships with a diversified group of people under trying and stress-producing conditions. Ability to communicate in a courteous, professional manner to reflect a positive image of the Office of Linear Infrastructure Operations to its internal and external customers and the public. Knowledge in the maintenance and repair of sewer force mains and air release valves. Qualifications Minimum Qualifications – Education and Experience Bachelor’s degree in Civil Engineering, Business Management, Operations Management or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis). 7 years of work experience in wastewater collection, water or related field. 5 years of supervisory experience (3 yrs. exp at the Superintendent, Assistant Manager or Manager Level in wastewater collection or related field). Preferred Education & Experience Bachelor’s degree in Civil Engineering, Business Management, Operations Management or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis). Min. 7 years of work experience in a large wastewater collection system. Min. 5 years of supervisory experience in a large wastewater collection system. Min. 1 yr. of experience in the maintenance and repair of sewer force mains and air release valves. Class A CDL License Licensures and Certifications State Issued Driver’s License required Wastewater Collection Systems Operator License required.
