Job Description : POSITION TITLE: Assistant Director, Workforce DevelopmentPOSITION CLASSIFICATION: Full-time, Salaried, ExemptPRIMARY FUNCTION: The Assistant Director acts as a key member of the Workforce Development management team in assisting the Director in the planning, management, performance, and compliance of workforce development initiatives for the Cape Fear Workforce Development Board region. More specifically, the Assistant Director will be responsible for providing oversight to WIOA-funded programs delivered through the Cape Fear WDB regional NCWorks system to ensure that operations support the Workforce Development Board mission in accordance with all required regulations and policies.DUTIES AND RESPONSIBILITIES:Assists the WDB Director in implementing and managing effective programs for the WDB consistent with the Cape Fear Workforce Development Board’s mission in ensuring all services, internal and subcontracted, are delivered in accordance with established standards, contracts, and agreements.Stays abreast of regulatory changes from USDOLETA, NCDWS, and CFCOG. Assists the WDB Director in writing policy and providing guidance to department and contracted staff assigned to the various programmatic functions (youth, adults, one stop, business services, special grants).Assists in the development of Requests for Proposals (RFP) for activities funded by the WIOA; assists in developing criteria for evaluating proposals submitted in response to RFP’s and prepares information for Board Committee(s) and presents that information to the Board.Assists in the planning, development, and oversight of NCWorks Career Centers to include meetings with One Stop Operators and partner managers and key partner agencies, reviewing certification applications, and performing monitoring and oversight functions.Provides labor market analysis to ensure NCWorks staff are providing career guidance that is aligned with existing and emerging industry and economic development projections.Verifies program data between NCWO and invoices to ensure compliancewith policies and procedures.Represents the CFWDB and the Workforce Development department on behalf of the Director at conferences, events, and community functions as necessary.Must be a self-starter, highly motivated, responsible, and demonstrate strong leadership traits, including the ability to communicate effectively through oral, written, and digital means.JOB SPECIFICATIONS:Bachelor’s degree in business administration, public administration, human resources development, or a related field with extensive knowledge of federal and state workforce development initiatives, specifically, WIOA. Experience in program design and implementation, personnel/organizational development, strategic partner relationships, data and reporting, and financial management. Valid drivers’ license.Cape Fear Council of Governments (CFCOG) is an innovative regional planning agency serving Brunswick, Columbus, New Hanover, and Pender Counties. CFCOG has a membership that includes local governments.
