||The Executive Office of Labor and Workforce Development (EOLWD) manages the Commonwealth’s workforce development and labor departments to ensure that workers, employers, and the unemployed have the tools and training needed to succeed in the Massachusetts economy. EOLWD oversees the Departments of Economic Research, Unemployment Assistance, Career Services, Labor Standards, Industrial Accidents, Labor Relations, Family and Medical Leave, as well as the Division of Apprentice Standards, Council on the Underground Economy, and the quasi-public-private Commonwealth Corporation. The Department of Economic Research (DER) generates and distributes statistics and applied research related to Massachusetts employment wages and salaries, businesses and employees, industry sectors, as well as occupational trends and future employment forecasts. The DER team also promotes the use of Massachusetts labor market information on such topics as the role and impact of emerging technologies, changes in the structure of the workplace, and the cost of living relative to the availability of employment opportunities in geographic areas. Information related to employment standards and qualifications, education and training, and career options are vital for informed policymaking in Massachusetts relative to the state of the workforce. The Department of Economic Research is currently expanding its research and analytics capabilities due to the increased demands for real-time data insights into the state of the Commonwealth’s economy.
The functions of the Deputy Director of the Department of Economic Research (DER) are to assist the Director of DER in the direction and management of the Massachusetts’ Labor Market Information (LMI) programs, statewide economic research initiatives, and actuarial services for the Unemployment Insurance (UI) Program. This is a critical management position within the DER leading a large staff of economists and operations personnel. The Deputy Director, along with the Chief Economist and the Strategic Engagement Director, help to plan, direct, and review research projects on topics such as labor market profiles, economic benchmarking, demographic and labor force policy analyses, industry and occupational analyses, economic impact studies and other issues. The data generated from these reports are compiled and trends in economic activity are reported to both internal and external stakeholders in federal, state, and local governments as well as non-profits, press, and business organizations. The Deputy Director will provide oversight to ensure that economic indicators for employment, unemployment, occupational and wage data at the state and substate level for public and private tracking of state and substate economies will be completed timely and accurately while meeting the federal program requirements, statistical standards, and objectives of DER. The Deputy Director will expand and manage partnerships with other departments within state government, as well as external partnerships with other agencies and community stakeholders.
This position may require a high amount of interactivity with staff from other secretariats requiring economic data insights, especially the Governor’s Office staff and the Workforce Skills Cabinet, which includes the secretariats of Education and Housing and Economic Development, as well as the Administration and Finance secretariat, a super user of Economic Research managed data. The Deputy Director will also be the main liaison between the DER and the Bureau of Labor Statistics (BLS) regional leadership. DER has an LMI Cooperative Agreement with the BLS on annual reporting obligations that include Current Employment Statistics, (CES), Quarterly Census Employment and Wages (QCEW), Occupational and Employment Wage Statistics (OEWS), and Local Area Unemployment Statistics (LAUS). Economic Research also receives a Workforce Information Grant from the Employment and Training Administration to provide Annual and Economic Analysis Report.
The ability to work in a predominantly remote, though highly collaborative environment, is essential for this role. As this position will deal with the production of some of the most useful demographic data tools in Massachusetts, an understanding of socioeconomic factors and the intellectual curiosity to bring key insights about rising inequality in the Commonwealth will be prioritized.
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
